Winter Safety in North Myrtle Beach
The City of North Myrtle Beach is committed to informing and protecting its community during the cold season. Stay warm and safe this winter with helpful tips. Preparation is key to navigating the cold weather.
🧊 As temperatures drop, please keep in mind the four P's: people, pets, pipes, and plants!
🏨 Use safe approved heating methods to avoid carbon monoxide poisoning or fire hazards. Reminder: Ovens are not recommended to be utilized to assist in heating a home. Gas ovens create a greater carbon monoxide risk. Electric ovens create greater fire hazard when on for long periods of time.
🪈 Prepare for the cold and wind chills by ensuring proper insulation of outdoor piping and/or areas where cold drafts allow colder air into your home and having emergency supplies on hand. Consider keeping faucets on a slow drip to help prevent pipes from freezing.
👫 Check on your elderly neighbors who may need assistance in this type of weather, and always bring pets indoors when possible.

We are deeply grateful to have been guided by such a strong, visionary woman—both on City Council and as our Mayor.
Her strength, compassion, and unwavering commitment have shaped North Myrtle Beach for the better, creating a lasting impact on residents and visitors alike.
Mayor Hatley, thank you for 29 years of exceptional service.
Legacy Projects
Beach Preservation: Mayor Marilyn Hatley created a pivotal movement when it came to making the North Strand beaches healthy and beautiful. She also served and was the leading pioneer behind the South Carolina Beach Advocates, along with Mayor Goodwin in Folly Beach, South Carolina.
North Myrtle Beach Park and Sports Complex: Mayor Hatley also played a massive role in helping to advocate for an expansion to the Park and Sports Complex. The City dedicated $36 million dollars towards the first part of the expansion, including six new baseball/softball fields, and multipurpose fields (soccer, lacrosse, etc.).
North Myrtle Beach Aquatic and Fitness Center: Mayor Hatley was the movement behind creating the notable Aquatic and Fitness Center in North Myrtle Beach. She fought relentlessly to make the Fitness Center what it is today, and was also a leading part of the expansion that will be taking place in 2026. She cared for members, residents, and those looking to move to the City to have something for everyone to stay fit and healthy.
Robert Edge Parkway Bridge: A vital connection that improved and eased traffic in North Myrtle Beach is another one of Mayor Hatley's greatest legacy accomplishments. This is considered one of the busiest in North Myrtle Beach, with a 2023 South Carolina Department of Transportation study showing the daily count at 44,900 vehicles a day.

Daylight Savings Time Ends
NORTH MYRTLE BEACH, S.C. — The City of North Myrtle Beach reminds residents that Daylight Saving Time ends on Sunday, November 2.
Remember to set your clocks back one hour before going to bed on Saturday night. Standard Time will remain in effect until March 8, 2026, when we “spring forward” once again.
Tips for Adjusting to the Time Change
- Go to bed earlier: Try heading to bed about 15 minutes earlier each night leading up to the time change to help your body adjust.
- Practice relaxation: The shorter days can impact mood and energy levels. Seasonal depression is common among those who enjoy sunlight and outdoor activities, so be mindful of your mental health and take time to relax.
- Make the most of your weekends: With fewer daylight hours, spend time outdoors during the day on weekends. Step away from everyday demands and take care of yourself.
Golf Cart Laws
Please remember that South Carolina golf cart laws remain in effect after Daylight Saving Time ends. Golf carts are permitted on public roads only from sunrise to sunset—so as the days grow shorter, carts must be off the road earlier.
Key Reminders:
- Golf carts must display an official South Carolina permit sticker, available through any SCDMV office or the SC DMV website.
- Drivers must have a valid driver’s license.
- Carts are allowed on secondary roads only and may cross primary roads such as Ocean Boulevard, 27th S, Highway 17, and Sea Mountain Highway.
- All state traffic laws must be obeyed.
- Do not exceed the seating capacity of the golf cart.
- Permitted golf carts may be operated only on roads with a posted speed limit of 35 mph or less, between sunrise and sunset.
- Children under age 12 must wear a seat belt when riding in a golf cart on a public road, as required by state law.

City Crews Continue Flood Mitigation Efforts Amid Coastal Flood Warning
NORTH MYRTLE BEACH, S.C. -- The City of North Myrtle Beach continues to monitor and mitigate coastal flooding impacts, as it has throughout the week.
A Coastal Flood Warning is in effect from 8:00 AM to 2:00 PM on Friday, October 10, due to elevated water levels from the king tide and rough surf associated with a coastal low-pressure system just offshore.
Public Works Crews were out early Friday, October 10, clearing beach drains and will continue monitoring street conditions throughout the day, placing barricades where necessary.
Beach Services is inspecting all beach access points for safety concerns. Several access walkways in the Cherry Grove area have been taped off and closed as a safety precaution due to erosion that has created potential fall hazards.

Police and Fire personnel are monitoring these areas for additional concerns.
Residents and Visitors are reminded:
- Do not drive around cones or barricades marking closed streets.
- If you must drive through standing water on an open street, reduce your speed to avoid creating a wake that could impact nearby properties.
- Do not use beach walkways that have been blocked off for safety reasons.

Through the program, the City will offer dollar-for-dollar matching grants, up to $25,000 per applicant, for approved façade improvements. Funding is provided on a reimbursement basis once work is completed and paid receipts are submitted.
Eligible Buildings Must Front or Face:
- Sea Mountain Highway
- Main Street
- 17th Avenue South
- 37th Avenue South
To qualify, the property must primarily serve retail, food or beverage establishments, art or performance studios, or professional/medical offices. Mixed-use buildings may also be eligible if the non-residential use occupies at least 70% of the street-facing frontage.
Eligible Improvements:
- New façade materials such as brick, stone, stucco, or wood
- Architectural enhancements like awnings, cornices, columns, or window casings
- Code-compliant windows, doors, shutters, and exterior lighting
- Painting with an approved color palette
- Integrated signage, decorative accents, or façade-mounted canopies
- Permanent design features such as murals, built-in seating, or green wall systems
Ineligible Improvements:
- Unfinished or bare materials
- Synthetic stucco
- Vinyl siding or trim
- Electronic message board signage
- HVAC upgrades
- Roof repairs
All applications must be pre-approved by the Award Committee, and all work must be completed and reimbursement requests submitted by the third Monday in May of each fiscal year. To be considered, interested applicants must submit a building permit application by the first Thursday in October, including renderings, drawings, and photographs of the proposed improvements.
“The Façade Grant Program is an exciting opportunity for the City to partner with local businesses and property owners in shaping the look and feel of our most visible commercial corridors,” said Suzanne Pritchard, Assistant Director of Planning & Development. “These improvements will enhance the character of our community, support our businesses, and create a more vibrant experience for residents and visitors.”

King Tides Alert - October 2025
NORTH MYRTLE BEACH, S.C. -- King Tides are expected to impact the North Myrtle Beach area from Tuesday, October 7 through Friday, October 10, with peak effects occurring on Thursday, October 9.
These elevated tides can cause flooding in low-lying areas of the city.
Homeowners in flood-prone areas are encouraged to secure outdoor furniture, garbage cans, and other loose items to prevent them from being carried away or damaged.
Residents and visitors should anticipate typical King Tide impacts in the area. While some side streets may experience water over the roadway, widespread flooding is not anticipated at this time, based on current forecasts.
Motorists are urged to avoid driving through flooded streets. Even at low speeds, vehicles can create a wake that pushes water into nearby homes and properties. Please treat flooded streets as “No Wake” zones to help reduce further damage.
If a road is blocked with barricades or cones, do not drive around them, as there may be a safety hazard beyond the closure.
The City will continue to monitor forecasts and provide updates as needed.
About King Tides: King Tides occur when the orbits and alignment of the Earth, moon, and sun combine to produce the highest tidal effects of the year. These unusually high water levels can lead to localized tidal flooding.

New Survey Requirements For Building Permits Takes Effect September 1, 2025
NORTH MYRTLE BEACH, S.C. -- Beginning September 1, 2025, the City of North Myrtle Beach will require a current property survey to be submitted with building permit applications. This new policy, developed by the Planning & Development Department, is part of a broader initiative to reduce costly construction errors and ensure compliance with local zoning and floodplain regulations.
Permit applications without a survey will not be accepted. Residents and contractors are strongly encouraged to plan ahead and schedule their survey appointments early to avoid delays.
“Too often, we have seen projects run into major issues due to an outdated sketch or incorrect assumptions about property lines," said Assistant Planning & Development Director Suzanne Pritchard. This requirement helps protect everyone — from homeowners to neighbors — by bringing clarity and accuracy to the permitting process.”
You will need a survey if you are:
- Building a new house or commercial building
- Adding a garage, shed, pool house, or accessory building
- Expanding the footprint of an existing structure
- Installing a pool, driveway, patio, or retaining wall
- Building a fence within 5 feet of a property line
- Developing in a flood zone or coastal jurisdiction area
This policy is designed to help avoid construction delays, prevent code violations, and reduce disputes over property boundaries or easements.
For more information, please call the Planning & Development Department at (843) 280-5560.

City Council Approves Amendment to Golf Cart Ordinance
NORTH MYRTLE BEACH, S.C. -- The North Myrtle Beach City Council has approved an amendment to Chapter 21, Traffic, of the City’s Code of Ordinances regarding the regulated use of golf carts within City limits.
The ordinance follows the recent enactment of Section 56-2-90 of the Code of Laws of South Carolina by the South Carolina General Assembly. This legislation allows municipalities to establish operating hours for golf carts on highways with a speed limit of thirty-five (35) miles per hour or less.
Under the new local ordinance, permitted golf carts may only be operated on secondary roads within the City of North Myrtle Beach with a posted speed limit of 35 miles per hour or less between the hours of sunrise and sunset. Permitted golf carts may cross a highway or street at an intersection where the highway has a posted speed limit of more than 35 miles per hour. These measures are intended to promote safety for both golf cart operators and other motorists.
Additionally, the ordinance includes a penalty provision for violations. Individuals found in violation may be subject to a fine of $100 and/or up to 30 days incarceration.
The State Law also now requires that children under the age of 12 must wear a seat belt when riding in a golf cart on a public road.
A grace period was not written into the law; therefore, the City is encouraging all residents to come into compliance immediately to ensure the safety of our youngest passengers.
As always, the North Myrtle Beach Police Department’s philosophy is to educate, warn, and cite. Residents and Visitors may be stopped by an Officer if observed operating a golf cart with an unbelted child. This should not be seen as punitive—it is the City's duty to inform and protect the community by ensuring awareness and compliance with new laws.
City Officials urge all golf cart owners and operators to familiarize themselves with the new laws to ensure compliance and help maintain a safe environment for all who share our roadways.

Beach Renourishment Timeline Update
NORTH MYRTLE BEACH, S.C. -- The U.S. Army Corps of Engineers Charleston District has announced the schedule and starting location for the upcoming Beach Renourishment project.
Work will begin in the City of North Myrtle Beach in December 2025, followed by the City of Myrtle Beach in February 2026, and will conclude in Garden City and Surfside Beach starting April 2026. Please note that this timeline is subject to change due to weather conditions or equipment delays. With this schedule, the renourishment will avoid taking place during peak hurricane season and complete on schedule.
In December 2024, the Charleston District awarded a $72 million contract to Great Lakes Dredge and Dock Company to place two million cubic yards of sand—equivalent to approximately 200,000 dump trucks—along 26 miles of coastline. This renourishment effort is fully funded by the U.S. Army Corps of Engineers and is designed to reduce risk to life and infrastructure behind the dunes along the Grand Strand.
Hurricane Ian struck Myrtle Beach and the South Carolina coast in September 2022 and Hurricane Debby in August 2024, causing severe erosion to the beach. The project performed as designed, reduces the damages to the infrastructure behind the beach.
Once the project is underway, residents and visitors will be able to track real-time progress through the U.S. Army Corps of Engineers’ online tracker, which will provide updates on all project areas.
For a localized view of progress in North Myrtle Beach, visit the City’s Beach Renourishment tracker.
